About Katherine

An Arizona native and small business owner, Katherine Haley is a proven conservative leader with more than two decades of experience in public policy, financial stewardship, and accountability. She believes in limited, more efficient government, lower taxes, and personal freedom.

Katherine founded Oak Rose Group in 2021, where she advises organizations on responsible investment, strategic planning, and measurable results.

Throughout her career, she has built coalitions, managed complex initiatives, and ensured resources are used wisely and transparently.

Appointed by Governor Doug Ducey and confirmed by the Arizona Senate, Katherine serves on the Arizona State Board of Education and was elected President in 2025. She has helped oversee academic standards, accountability systems, fiscal oversight, and Arizona’s Empowerment Scholarship Accounts with a focus on empowering parents, transparency, and results.

Prior to launching her company, Katherine served as Vice President of Programs and Senior Director of K-12 Programs at the Philanthropy Roundtable, guiding major donors in making strategic investments that strengthened communities and expanded opportunity.

Katherine also spent 13 years in the U.S. House and Senate, including seven years as Chief Policy Advisor to the former Speaker of the House, combatting the Obama agenda. She was instrumental in advancing school choice and accountability, including the reauthorization of the D.C. Opportunity Scholarship Program.

A graduate of Saguaro High School, Katherine lives in Scottsdale and holds degrees from Duke University and The Johns Hopkins University. As Treasurer, she would bring steady, conservative leadership, discipline, integrity, and transparency, qualities Arizona needs in its next State Treasurer.
